REQUEST FOR EXPRESSION OF INTEREST

Trainer on GIS and Remote Sensing and developing Atlas Book

The Mekong Integrated Water Resources Project (M-IWRMP) comprises of three components; Regional, Transboundary and National component. At the regional level, the Project addresses the basin-wide scale and respective issues regarding joint IWRM planning and development through the MRC advisory and facilitation platform between all Lower Mekong Basin countries. The transboundary level is strategically applied and focuses on bi-and multilateral cooperation between the MRC Member Countries and cross-country projects that are facilitated through the MRC Secretariat. The Transboundary Component contains 4 Transboundary and 1 Communication Outreach Project to demonstrate IWRM principles on a bilateral basis, addressing transboundary issues at a local level. The Communication Outreach Project is implemented in Tonle Sap of Cambodia and Songkhla Lake Basin of Thailand. This component is financed by the World Bank through the MRCS from 2012- 2017. The budget and project oversight are channeled through the M-IWRMP. The actual implementation is driven by the NMC’s which similar to the National Component with supports from the M-IWRMP.

The “Communication Outreach Project in Cambodia and Thailand” (later on is called “Tonle Sap-Songkhla Lake Basin Project”) is the Communication Project under the Transboundary Component which focuses on improving lake management and healthy lake through IWRM implementation. The overall objective of the project is “Good basin-level resource governance in support of prosperous and healthy lakes, for the benefit of the residents, and serving as an example for inspiration elsewhere”.

Under the Support Mission by the World Bank in March 2015, the World Bank provided recommendations that the PIP of the project needs to be refined and adjusted to ensure that the overall IWRMP objectives are achieved including the Transboundary projects. With regard to the Tonle Sap and Songkhla Project, the World Bank recommended improving the project activities focusing on experiential and lesson learnt exchanges between the two sisters’ lakes, Tonle Sap and Songkhla Lake Basin which consists of four outcomes as the following:

Outcome 1: Programme management

Outcome 2: IWRM-based governance strengthened and consolidated, in collaboration among agencies, water users and other stakeholders, and with appropriate knowledge-sharing among management levels and among sectors

Outcome 3: The future of resource-based livelihoods - Improved understanding of social, economic and environmental cause-effect relationships and policy options in support of sustainable, resource-based livelihoods

Outcome 4: Healthy lakes - Understanding built and awareness raised among agencies and residents about why and how to achieve and preserve a healthy state of the environment. Social marketing initiatives identified and implemented on a pilot basis.

To be qualified, the firm shall meet the following experience and competency requirements as following:

 

·        Firm should have good experiences in Remote Sensing and Geographic Information System and any related or relevant field in Geographic Information System works particularly experiences in Tonle Sap Lake and Mekong Region,

·        Preferably a Master Degree in Science in Remote Sensing and Geographic Information System and any related or relevant field in Geographic Information System.

·        Extensive and substantive relevant work experience may be considered in lieu of a Master. 

·        Minimum of 7 years of relevant professional expert in Geographic Information System (GIS) or any related or relevant field.

·        Having experiences in training on Remote Sensing and Geographic Information System particularly relevant to Mekong River.

·        Havin experiences in developing Atlast book on Environment.

·        Having knowledge or intimately familiar with the Tonle Sap Lake and Mekong River.

·        Excellent experiences in qualitative and qualitative research design, analysis and English report writing 

·        Good communication skill,

·        Able to work well in a culturally diverse environment

·        Physically fit to carry out field work and travel extensively in and out the country

·         Excellent English in writing skills.
